No buffs imo, just not fair. I like donors oicking there district though but i bet it would be hard to put in and kinda pointless, team support would be better.

I don't really like this idea. Sure, the tributes can come into the games with knowledge of their own skills, but not with items or character upgrades.
I like your idea, no one gets nothing.
I totally agree with you guys (quote). No matter what people get, the only way for it to be balanced is to give everybody nothing. To do well in the games, you need to practice. I have experience, therefore I know what to do to win. That knowledge doesn't make me overpowered though. Other people can get better than me, and other people can get better than those people. No matter what happens with that, someone will complain, and it won't be truly even.

I think its balanced. Each district has its strength and weaknesses. Sure district two may come charging at you with better attack, but that tnt that district 3 has could put a very big dent in them. The only thing that it does is change up our strategy each round. Like if I get district 11 I'll play a bet more on the edges, surviving and waiting, where if I'm a career I'll probably dominate the corn

This would be a great idea except I agree with Katie on the whole hurting others thing. Here are some suggestions for the buffs
District 1: .5 More damage to all weapons
District 2: Increased chance of finding diamonds
District 3: Able to create explosives and set off(Harvest sand)
District 4: Increased chance of catching fish
District 5: Able to get and use redstone
District 6: .5 increase to health regeneration
District 7: Able to harvest reeds and make paper and maps
District 8: Increased armor resistance
District 9: Easier to tame wolfs
District 10: More drop from passive mobs
District 11: Increased chance of apples and golden apples dropping
District 12: Can make and receive torches

These are all based off from which district there from
I really like your idea. But, just got to make sure its not over powered.

I'd find it intersting.

I'd rather as it is.
But it would be interesting.

Perhaps more damage with a bow for 12?
