When I mean balanced I actually mean balanced. Everyone starts with the same thing, nothing. It's impossible to have people have diffrent things and still have it truly balanced.

If no1 gets anything then districts are pointless! the perks allows players to show off their districts and they are all equally useful! You just have to practice with them
