That is a glitch within the forums and Xenforo. However if you just refresh the page, or quit out of your browser and open it back up again then it should let you post it. At least that's what worked for me.

Have you tried using a different browser? I remember getting this error on Firefox

From what I have heard, this is a glitch caused because of your browser. There are 2 solutions I am aware of:

Clear Your Cache
This will clear all internet history and cookies stored on your browser, so proceed with caution. This should be your first option. These are the steps for Google Chrome, but they shouldn't be too different in other browsers.

  1. At the top of the browser, click the icon with three horizontal lines. Then, select "Settings."
  2. Click "History."
  3. Click "Clear browsing data..."
  4. Next to "Obliterate the following items from:" choose "the beginning of time."
  5. Click "Clear browsing data."

Reset Your Browser
Before beginning, I must warn you: this will clear all internet history, saved passwords, etc. so please proceed with caution. These are the steps for Google Chrome, but they shouldn't be too different in other browsers.

  1. At the top of the browser, click the icon with three horizontal lines. Then, select "Settings."
  2. Scroll down and click "Show advanced settings..."
  3. Click "Reset browser settings" and follow any further steps you are prompted with.

Both didn't work, I even tried using internet explorer on a vpn and it is still blocked...

Could you try turning your router off and letting it sit for about 20 minutes before turning it back on?

If that works, go ahead and tell me here. :)

I tried that.. still not working...
Hmm... That's interesting.
The only other thing that I can suggest is possibly contacting your ISP and requesting that they change your IP Address.

try logging onto a diffrent user account and trying it, or uninstall all your browsers and reinstall.
