That would go against the laws of Physcis (yes Minecraft does that alot already but none the less), an arrow shot from further away would be less likely to hit its target and would be travelling at a slightly less speed, meaning it will definately do less damage... Charging your bow to the max already adds a little extra power to your shot, so i'm not sure about damage over distance.
Personally the bow would be primarily a defensive weapon, as it would deter stronger players from chasing me if they know i'm a good shot and can deal decent damage before they close in on me. I'm not that confident a hunter to wander through trees to the corn to snipe people, i'm much more a run away and live kind of guy ^_^
