Does the map you building have to be on a superflat world?

No, but I would recommend it. Get something or someone to terraform to your needs.

You don't need any SG plugins only if you're willing to test the map after you're done, there are some on bukkit.org. But plugins you could use for terraforming, etc are WorldEdit and VoxelSniper. Also to make everything easier to use Essentials plugin would be useful as well.

WorldPainter takes a while to get used to but it is fast and efficient.
VoxelSniper is good too

I have a question, does it need to be from scrap on a flatworld? or can you just make a large biomes world and modify it?

Is it okay if there is no glass dome but just lava surrounding the place, then void behind the lava so there is no way someone can get out of the map
