As a previous staff member, I know the only way to get someone banned for increased gamma was for them to prove it themselves based on them recording their own screen on the server. (That or admitting to it)
First I will ask the question, is increased gamma that much of an advantage, when the optifine mod allows you to zoom in, and adjust water clearness levels. The gamma is something adjusted in the .minecraft settings, and only makes dark areas bright. But the same reasons allow optifine to be allowed, "anyone can install it so features like zoom and water brightness is ok" Well anyone can install uhc essentials/adjust gamma levels? And is it really a huge advantage?
After that, you might probably think, "Well the uhc essentials mod allows you to have an extra arrow slot so u can have an advantage because you don't need to use a hotbar slot" But, the armor/potion status mods are allowed, and they let you know what armor/potion effects you are wearing/using, so why are those ones allowed? It's the same principle, both armor/potion mods and uhc essentials make it easier to know what you have, only by alerting you to what is in your inventory, a button press away.
It's come to a weird event, for the only way to get punished for this is by them uploading a video of them using it, and they don't do it for that purpose. They do it for recording hackers, and for promoting MCSG. I don't see it as an advantage, so what do you think?
