/Shout Command

I have had this idea for the longest time and I have not found a better time to write this than now. I have a few ideas with this command. It could be very useful, as well as having some balance with it. ​

• The should command will let you tell one person a message in one chat message.
• The command would be prompted around the genral area of this: /shout [name] [messge]
• You would then be followed by a /confirmshout
• This would take away about 25-75 points, still uncertain.

Most of you are probably thinking, why would this be useful? I would respond with some things like this. If I see my friend join a game within the last 30 seconds and my skype isn't open, I have no way to communicate with that person. This command would allow me to send at least one message to tell them where I am at and if I were to need help of some sort.​

What do you mean? "Spam" It would be used by not just using the command but using points to do so.

Either way this could only be used in game by tributes, so he would get spammed either way whether or not this is implemented.

I was almost certain players can only see other players chats from a certain radius from them.

I've always wanted a feature to be able to say something to alive tributes. My idea is perhaps when you sponsor someone you also have an option to send them a message along with the sponsor? Like in the real Hunger Games when Katniss is sponsored something there's a small message in it.
