Yes, people often abuse the term "Pinger". To me ping doesn't make a difference if you have 1-150, they're generally just delayed by about 100-150. 1ms - 50ms has no difference, and if any it is only really minimal bow delay. 50ms - 100ms is when the slightly more noticeable bow delay comes in and maybe a little bit of rod delay, but these thing generally are things that people must get used to if they want to play without hassle. 100ms - 150ms is generally where people start complaining most. It is slightly more delayed and is a bit harder to play with, but in time you can get used to it. 100ms + isn't overly common on the servers anyway. If you play the server region closest to you, you don't tend to get more than 90ms, tough there's still a small chance of someone with just over 100 ms. But 1ms to 50ms doesn't really have any differences if you're logical about it, and anywhere from 1ms - 100ms does not have a really noticeable difference in hits and general game play. Overall i don't think a "Pinger" is anything. There will always be people with better ping than others, but if you are used to your ping you should feel the need to complain about others hits.
