Cheesecake was telling us he was going to not be on for a bit because he got caught smoking it. That is all. Then status continues to post songs and crap after I tell him to stop 3 times.

Well there is a rule against being inappropriate, as well as a rule for being off topic, so...

Although he may be annoying you, and they can tell him to stop, deleting his posts and you getting angry isn't needed.

As an ex-mod, i've dealt with a lot of this. First of all,

-This isn't your thread, so it's not really your say.
-You're the only one who's asked him to stop. Nobody else seems to have not liked his posts yet.
-You really can't 'ban' somebody from a thread.
-While he may be annoying you, he's not saying anything derogatory or degrading.
-No forum rules seem to be broken.

I'd say just wait, if he doesn't stop, THEN call a mod in.

harassing, or disturbing, pestering, or troubling repeatedly.

One of the forum rules is no harassment. Would this not:
