Unless I'm misinterpreting this and you need 2 levels AND 2 gold ingots to be able to enchant. Then not much would change and you'd need to still fish.

If I'm understanding this correctly, it's still random but you need gold and exp to randomly reveal an enchantment before you actually enchant your item.
