Mate, MCSG doesn't control where minecon goes. Mojang, Lydia Winters to be exact. Go ask them.

Honestly, if you have a minecon in Australia practically no foreigners will be there. If you have a minecon in the US or Europe, it's a manageable distance for far more people than if you had it down under. I'm fine with an Australian minecon, I just don't think Mojang will choose it.
