They're not allowed if players can get the features. In this case they cant because they can't reach them. And no, beacons do not lag people.
Only if they have the worst of the worst computers.

It causes lag on previously laggy maps, for instance, adding 4 beacons to SG5 will cause the fps to drop about 10-15 depending on where you are on the map. Once I played SG2 where people added custom beacons, long story short my minecraft crashed about 3 times. So if this map turns out to be extremely laggy, taking out the beacons will be a very good idea.
