FPS randomly locks at under 10; doesn't fix until Minecraft is restarted

I got the issue the other day on SG2 so I changed my texture pack in-game and it stopped for a while; but then I started getting what you see in the video I posted, which also causes the FPS to drop. I will try not using optifine, but for now I'm going to try using 1.7.2 optifine. It never started until 1.7.4.
Let's hope that fixes it. There is almost no different between 1.7.2 and 1.7.4 anyway.

This happened to me a while back on my old computer >.> What version of Optifine are you using? (ultra, standard or light) because if you have a bad computer, use Standard or Light, because Ultra won't really do much to help. If you can, allocate more memory in to your Minecraft and play at lower settings. If that doesn't do much to change it then it may be a problem with your computer.
Also, it could be a 1.7 thing. I started getting worse frames when it came out, even if I have Optifine. I don't know if it was just me though.

If it locks at 10 then maybe your fps meter (performance) in video settings is stuck at 10?
