Withers that fly around wrecking havoc to the world! also killing one will give you some great stuff :D.

Maybe you could have have something that rearranges a persons inventory like taking off armour etc and mobs could start chasing you at that point if you do not have a weapon in hand or have some kind of armor on.

Didn't read the past 25 pages since I'm on my phone- but since we can't make the center of the map move, how about we swap up the districts? ;) (it would make clock segments swap places but still be in order)

1.All players in the activated sector are teleported to each other / or a deathmatch arena in the sector where they fight to the death

2.Every 10th or so block can have a TNT automatically explodes after it is stepped on

3.A random sector anything can happen

I GOT IT!!! every step you take the ground gives way showing the void so you need to keep moving or you'll get eaten up by the darkness aka. void.

In catching fire there were thick vines throughout the arena that would slow them down. My idea is have considerably more vines in one of the areas that during its hour slow you down like spider webs. Then add a adversary to this like a blaze throwing small explosives instead of fire. Or just have fire.

EDIT: Or have spider jockeys or custom poisonous spider jockeys instead of blazes throwing explosions

I think a good thing to incorporate was the fog in the second movie. Like the tribute will have nausea and poison for the sector. I think this would be a good idea! Also, people camp in the middle a lot, so you should have like something to teleport the people in the middle to a different sector to prevent camping.

There could be an earthquake and trees could fall over and blocks would change places and if possible the player's POV on the screen could be jumping up and down. Holes could randomly form and players could fall into them if not careful.
With 1.7 you can teleport a player's POV so I bet you can do it using a plugin.
Anywhooie, here are my ideas off the top of my head.
1. Land Mines! There will be random trap blocks that will explode, they'll be detectable (in grassy areas, landmine will be mycelium or something, on the sand it'll be red sand or sandstone)
2. Skeletons riding on bats! Need I say more?
