Why not both? But if you want a comparison:
Bows:
+ Longer Range
+ Deals more damage
+ Knockback
- Limited ammo
- Needs 2 inventory slots to function (Bow and Arrows)
Flint n' Steel
+ Deals consistent damage if you hit them
+ Opponent who is lit is slowed and can't chase/sprint
- Can be hard to land
- Extremely low amount of uses
- Dangerous, can light yourself on fire
So, in my opinion, I would take the bow but there is no reason not to take both, they both work well together. Light someone on fire and you can easily land shots with your bow since they are slowed and since you are at range you are at no danger to step into your fire.
