From my reading I believe he was referencing himself being bad and that people he know that actually have the problem could use it more than him.

Yes exactly. I would never insult someone else over how good they are at pvp I was talking about two of my friends who are in top 1000 who get targeted a lot because they are really good and both girls have a lot of points
