It's just a tiny glitch, Sub explained it once but yeah. It just means they have no rank, but of doesn't affect anything at all, and it's quite uncommon.

This is a glitch when a user manages to join the server in clean-up which is very rare. The glitch was supposedly fixed but is not. You have nothing to fear as it does nothing at all.
