Is this a rank or a bug?

Look at the dark gray name there. His name is in dark gray. What does that mean? May it be a bug or a new rank?

When someone joins In Clean-up (very rare), you Get this dark grey name, and you dont have any perms (idk if correct). This is just temporary though

Like the above, or I think when the server is near crashing names go grey. If it's not that, then it's because they're pushing out updates or something like that.
