Hmmm yes it may be a city, but it is also an abandoned run down city. I kinda like the idea of Wolves being loose in the city
kinda like I Am Legend but with wolves instead of a dog. Also the spawn rate shouldn't be lower then 10-15% and no higher than 45% as people will still need bones to tame them and that only happens in dark places (sewers would be good for it) and at night time.
