Water and lava flow was disabled by the MCSG developers due to countless overpowered aspects in various maps currently in circulation on the servers. It is not caused by a bug. I believe there was a plugin made specifically for this purpose.

There's been some debate as wether or not to allow flow, but for now, it will remain unchanged.
