I just want to remind you even though the vast amount of members, the members that does have the amount of subscribers for VIP is small.

Eaxatly! It is probably like finding a needle in a hay stack when going through applications. As I can imagine many smaller YouTube channels apply very frequently so they out number the so to say legitimate applications.
