Yes, there will be an EU hub. We're testing out the network in the US before expanding elsewhere, as it's easier to update one location during beta.

As for your issue, open up your minecraft multiplayer page. Go to the servers tab
on this website, and input one of those IP addresses into the "Add Server" field in Minecraft.
