2) Rod, but if I don't have a rod then Flint and steel will go here.
3) flint and steel, but if it's in slot 2 because I don't have a rod, then a golden apple will go here
4) IF I have all other items ^, then this will either be another flint and steel or a golden apple. FLint and steel will go here depending on how much stuff I already have, and if there are any threats to me in the game.
5) Golden apple Or food. (food if I don't have a golden apple)
6) Food.
7) Food.
8) Arrows. But If I don't have any arrows, then this slot will be empty.
9) Bow. But if I don't have a bow, then a flint and steel could possibly go here.

2) Rod - Easy to switch to and I can switch to it fast with my scroll wheel
3) FnS - Easy so access with my scroll wheel and Hot Keys
4) Golden Apple - I can access it quick with my Hot Keys
5) Cooked Food - So I can Eat
6) Non-Cooked Food - So I can Eat
7) High-Saturated Food - So I can eat
8) Arrows - So I can see how many arrows I have to see if I can Bowspam or not
9) Bow - Easy to access with my scroll wheel
