To make a farm, you must use a hoe to prepare the dirt. Once it is prepared, place water on the same level as the prepared block.the water will moisten the soil, and you can place seeds in the prepared dirt. Water buckets have the exact same properties as they do in single player. You should have no trouble.

I think you were probably experiencing lag, water buckets should work just fine, if not a dispenser will always get the job done.
