EU9001 was supposed to be US9001, but we don't have a US box to fit it on.
Special servers (i.e. 69 - dev server, 9001 - livestream/stress testing server) are usually in the US because that's where all the devs are, and it makes it easier and quicker for us to upload changes and test.

Because they are testing servers for the developers, and there are no Australian developers to test on an Australian special server.
