I think if done well this can be a great idea. You can get 1 snowball and then if you hit the person with it, they get slowness 1 for like 3 seconds. It allows you to catch up a bit for each snowball, while not being too over powered.
I voted Nay because I doubt it will work well, and the only way I can think that it would be at least decent is like this.
