The MCSG Developers will not likely ever release their plugins...Sorry. If you're planning to create a Survival Games server, try the other Survival Games plugins.

I don't know if it's just me, but when I click on the link, it takes me to a "website" and it has one of those Windows XP loading boxes and it says: Downloading the internet. Estimated Time: 4,381 years remaining.

That's because it's a .zip. You're supposed to get the folder, it'll only take fifty two additonal years.

You'll have to wait the download, the estimated time is not spot-on though, it's about 3/4 of it, so don't worry, it's not too long.
