Nocheat+ instead of AntiCheat?

please don't make it laggier... I can hardly play and i don't have that bad internet.. this needs to be dealt sensibly, question is how.. Is there a way for the game to check your minecraft client every time you go in a server (with exceptions like optifine) if its not modded ? and when it is modded it just doesn't let you go in? maybe?
