My guess is Teweran Survival Games 2, in a vault-sort of area where you have to look up at the roof to click a button, and then a door opens up on the left hand side, in which there are two chests, which used to be both tier 2's. I'm not sure if they still are. It's on the right hand (starboard?) side of the steamboat.

(TSG2 is the one with the giant dirt mountains, cow face double tier 2, tents, and train. And tons of sand.)
