What's happening:
The forums are preventing you from uploading the image, as it classifies it as something that is potentially spammy and/or malicious.

Why it's happening:
You're currently classified as a "Spectator", because you have a small (-30) amount of posts.
The website has an anti-spam and advertising system that prevents new members (Spectators) from performing certain actions that can be abused in order to spam - for example, if a spammer creates a series of accounts and tries to put a massive picture in their signature for each account in order to fill up the page with obnoxious images.

How to fix it:
Once you reach 30 posts (And thus graduate from the "Spectator" category), the restrictions on your forum account will be removed. This will allow you to perform regular actions, including customizing your signature!

For the time being, you can only put basic stuff such as text in your signature.

Usually for the first couple days, maybe weeks of joining the forums, signatures are a little bugged, so it may take a little longer for it to fully fix it's self, try again in about a week or so, and it should be fixed.
