Maybe if every district got a block which couldn't be decrafted (d block, gold block etc) because they wouldn't be able to place it.


Actually, the games don't need to be fair But I see what you're saying.

Actually, actually, the games DO need to be fair in the beginning. From there its up to the player to give him/herself advantages.

In the BEGINNING it needs to be fair. I was just talking about in general, it's the Games

I prefer keeping it fair. The only way this could be at all good would be if you could choose your district, but I don't think that would work very well either.
