Because what you classify as "Balkan" are 5+ nations that speak the same (or very similar as far as I'm aware) language.

I mean, to answer exactly "why" there is many balkan people are hard. One logical reason is just that there is quite a few balkan people that actually play Minecraft and play here. For example, there isn't many Norwegian people that play on this server. It's just kinda how it is :p
