You don't need a saddle to get on them. To actually ride them anywhere and control them, you do need a saddle.

One thing we're considering for 1.6, as I mentioned in another thread, is making horse eggs available in tier 3 chests (there would be very few tier 3 chests per map). When you spawn a horse with the egg, it would automatically have a saddle on it, thus eliminating the need to find a saddle.

Nice! What about in the other thread. I had an idea where 2xp bottles could rarely spawn in a tier 3?
