Try run Minecraft as Administrator and then allow javaw.exe in your anti-virus thing.

That could help out.
Since the Anti-Virus usually blocks output data, that might be the case.
I don't have an antivirus :p And I tried running it as an administrator, there's no difference. :/

Close programs such as Dropbox, Hamachi, Skype, Teamspeak, Origin, Mumble, Internet Explorer, Google Chrome etc, anything that may cause some latency in your internet connection.

Then try to go through a lan wired connection if you are using wireless if possible.

And that's about it, I don't really know any other ways to speed up connection.
I have tried this also, with no effect, and I always connect with a cable. I don't think the problem is so much an internet connection, as Minecraft, because I too only had this happen after I updated my client to 3.1.1.

No Antivirus? You have windows firewall then I guess..

Get an Anti-Virus.. Avast or AVG..
Just.. if you don't have one, your computer gets infected easily..

I know, but I just reset my computer and I haven't got one yet. :p
And I could try switching off Windows Firewall when I connect to Minecraft.

I am having the same problems, and I've tried all of your suggestions. I hope mojang fixes this in a little 1.3.3 patch, but, I guess I will wait until 1.4. Oh well.

Been having this problem since 1.3.1, even in 1.3.2. It LOOKS like its laggy in the list (20000, wtf?) but its completely smooth in-game.

So, with all the evidence piling up, it's most likely Minecraft itself that's the problem, so hopefully it'll be rectified in the next update. :/

Well, I've been looking around some more, and apparently some guy found a solution to my problem... but he was a d*** about it and didn't say what he did to fix it... STORY OF MAH LIFE FOLKS!

It's weird, but all of a sudden mine has just stopped doing that. The pings for the servers are all now <900, I can connect to servers in seconds again, and the servers load faster. :)

The only think I have done lately to my Minecraft is add Modloader. But I can't remember if it was sped up before or after I did this :/ SO if you guys want to try it, it may or may not help. Probably not. But anyway. :p

And possibly related, are any of you running Optifine? And what version, if you are? (It's just because i am, so that might be a cause of the problem)

I'm running the 1.3.2 Optifine, but I sincerely hope ModLodder will be the cure to what ails me q_q

It's not really a problem, it's just on the update from 1.2 to 1.3 we have noticed a few issues in connection speeds. MC still works fine, it's just a lot slower when connecting to servers.

This has been happening to me now, since 1.4. My connection was fine and dandy until yesterday I have literally one bar of connection to every server on my serverlist. And when I get on G-Mod or TF2 my connection is fine. Let's hope some of these solutions will work?
