No, votes are for a reason. People vote for the map they like. Lately map 1 is being played less cause people are getting tired of it. No need for some cool down.

i've noticed that, and i'm very glad it has been like this

people not always vote the map they like, if there is no change of winning for the map they like they vote for the map the hate the least.

if the map you hate is winning you vote for the map wich has the second most votes right? because you dont want the map you hate to win.

Yes! Yes! It should definitely have a cool down, however, this should only be used is the map has been played 2-3 times in a row.
