We should be able to privately mesage other players with the command /m <playername> <message> its a baisic permission and you can easaly do it during the 1.3 bukkit server update

This isn't really something we're considering at the moment, however you can do /whisper <Message> Which I believe has a radius of 50 blocks for being received, correct me if I'm mistaken.

i thought it was 5 blocks I don't know very many people who can whisper that far

If you want to talk privately, use Skype
