No silly, once they type the command they have to stay still and hit/be hit for 15 seconds.

It's still possible if you're way ahead of your chasers. I guess it's fine though, so whatever .-.

15 seconds is a looong time. To make this 15 second cool down work for combat logging, people would have to be so far away from their chasers that there wold be no need to combat log. Furthermore, if they had been hit at all (as is likely), they would still lose points. This is just nice if someone's Internet crashes, you have to go somewhere, etc.
