This is just a rough idea. We can figure out all the little details (preventing camping) if Chad considers this.

Good idea. Potion items in tier 1 and rarely have already done potions in tier 2

Reason: Some potions can tip the balance of being a fair fight and be an unfair fight. Exa: A player making a strength potion to do more damage. A player making Speed potion II to out run the/hunt the player faster.
How to fix this. Don't Add glowstone or redstone to make the potion too OP.
