The target's job is to survive or he has to do something so he can survive?

Herobrine and TIMV are fun no matter what job you have in my opinion.

If the target was to be unknown he would have to have the same gear as the guards, and OP said that he would have less stuff than guards.

The OP said that Team Vareide should make it.

In TIMV if you're innocent, it's not as fun as the other two, but that is obviously opinion generated.

Honestly, I couldn't see happening It sounds a lot like the Herobrine except with a little less strategy....
And being the target must be awfully boring...... And what would the maps look like?
