There is no point in it. Tributes shouldn't be able to hear spectators, EVER.

EXACTLY! Here is someone who knows what he is talking about It would be unfair if you could just tell the tributes right where the other tributes are. I know you can do that on skype or teamspeak, but it would be awful if you could just type it in game. Also another advantage is that tributes don't have to listen to spamming spectators. They still appear, and are normally reported, but by the time something is done, the damage is done and everyone is annoyed.
