During my time testing the servers I've found out that a lot of players find spectating "boring". A lot of these players tend to spam chat or go and do something else which sometimes leads them to being idle when the next match begins, I assume this because they don't want to sit around and watch the survivors.
(Spoilers) So I've come up with the idea that if no one has been killed within a set amount of time or when there's a set amount of survivors left, spectators rejoin the game as wolves to hunt down the tributes. The reason of wolves is because at the end of the first book the "muttations" that attacked the 3 tributes were the dead tributes.
If anyone has any further suggestions relating to this please share.

I can't see this working out well. You'll get majority of the spectators ganging up on people who killed them.
I don't like the idea of killing people only for them to spawn back in the game and all come after me.

Edit: Also if you look at the No No Suggestions thread. It mentions that anything to do with players becoming mobs will not be implemented. However I do like your idea of giving spectators some more things to do.

I found out that someone else had a similar idea posted in this thread. http://www.minecraftsurvivalgames.com/threads/muttations-and-aimed-lightning.2733/

My suggestion isn't fully complete that is why I need other people to add to it, to make it sound better. So relating to your case, to avoid "spectators ganging up" only a few may rejoin as "muttations" and will all spawn in different locations.

The thread says that "will most likley not have in the near future" not "will not be implemented".

A quote on a similar thread from Chadthedj himself:

Spectators should spectate, nothing else. Browse the forums if you are bored! We might add in a betting system where you can bet your points on the winner but that is way later.

Maybe you should add a warp to the town/city at the waiting room. So we can have some fun there(but you need to see the other spectators then). Its just an idea.

why does no-one else find watching other peoples tactics fun? i play a very different method to lots of other people and its interesting to follow people (like potential underdogs) and watch where they explore and who they fight. its also good to be able to see parts of the map you might not normally have known about or visited, so for me i hate it when people complain about spectating being boring. Would you rather instead be kicked from the server because you died and then have to try and find one that is in the waiting process? (this is a stupid idea and is not meant as a suggestion... if you couldn't interpret my sarcasm...)
