Can't close CMD windows

There are two cmd windows open that are blank. Here is one of them: http://gyazo.com/70dbc1732d2c75d5e38ceb7cd1fd4968. I can't close them regularly, and when I end the process in task manager it doesnt work. Please help!

Press Crtl+Alt+Delete at the sametime, it will open a lock screen, click task manager, and then click cmd.exe "end program"

and when I end the process in task manager it doesnt work
