Flint and steel glitch

When the flint and steel is on like the orange colour it breaks but before it used to break when it was red please fix this bug

From what I can see from your point of you, is that Flint and Steel breaks faster than usual, hence giving you a limited amount of uses per FnS.
The developers have intentionally added that to limit the uses of flint and steel so people don't spam fire all over the map and causing havoc, as well as giving a good challenge to tributes so it can teach them when it is the right moment to use them.
You can only have four uses of one flint and steel, meaning you can set fire four times unless you get more flint and steels in to your inventory.
That's why the durability bar lowers faster than usual, as well as breaking at around the orange colour.

Just to add onto this, the last charge of the flint and steel doesn't work at the moment as I'm pretty sure it's a bug just incase you were wondering.
