Is it illegal to break item frames?

I know it was before, by left + right clicking, but I often see people (for example, TSG2 iron axe, Rugged Lands potions) with these illegal items. Is this still a bannable/worth reporting offense? Just wondering, didn't find anything like this in the rules.

It's only a kickable offense, but if you see the player abusing it, it's considered bannable.
