1.8 Name changes (Banned player names?)

I think many people know that in 1.8 players will be able to change their username.

The thing I was wondering about is what if a banned player changes his/her name. And someone else (who isn't banned) takes that name and joins MCGamer? D:
I don't think it would be a problem normally but what about famous banned players? like.... LeafyGreenTea?

Something like this
LeafyGreenTea -> changes his name -> BobJohn199 -> still banned
DoFlamingo -> some random dude changes his name -> LeafyGreenTea -> not banned

I'm fairly sure it is now off of hexi-decimal code to each account, therefore they would just ban that code.

You would have to speak to a developer to get technical about this but what I understand is that every player has a special number/code specific to that account, therefore if a player is banned and they change their name they will still be banned.

I know the player who was banned will still be banned.
But if the banned player changes his name and someone who isn't banned changes his name to the name of the banned player?

IP Ban won't work because its a different person joining as the banned player's name

I understand your question. Say that LeafyGreenTea changes his name, and I in turn change my name to LeafyGreenTea! I would not get banned because the bans are by player ID, not by name. Although people might be shocked to see "LeafyGreenTea" playing, it's not really him and there's nothing anyone can do about it since the original "LeafyGreenTea" is no longer LeafyGreenTea.
