Muting/Chat limits

I think it'd be great if after posting a message to the chat four or five times in a row (not the same message, just a message in a small space of time) then you shouldn't be able to message for another minute or so, seems fair really and a good way of stopping spammers.

What if someone just types really fast then all the sudden they get muted? On other servers I've been muted for sending messages too quickly just by typing.

Well then don't type five messages really, if you time them correctly, like a 4 second pause between each message, you should be okay. Most spam is instant or copy and pasting, so that's how it'd prevent it.
