I used to play on my cruddy laptop before I got an amazing AMD GPU for my desktop. I use the following for my desktop, mainly because I've gotten used to them from my laptop

Render Distance: tiny
View Bobbing: Off
Shaders: SEUS for the less laggy maps, none for pvp
Texture Packs: I like 64x texture packs.
Graphics: fast (I actually like this more than fancy)
Particals: decreased
FOV: Quake Pro

FPS with shaders:
- PvP: ~30
- no PvP: ~40-50

FPS w/o shaders:
- PvP: ~40-80
- no PvP: ~60-170

I play on 46, so no, you aren't.

As for me, I like to have at least 100+ FPS so I my settings are on the lowest.
However, seeing as I'm weird, I change my FOV a lot, and when I mean that I mean after every game or even sometimes during a game. View bobbing also changes when I'm on low FOV, examples are when I play on 90-95 FOV I play with no bobbing, when I play in quake pro, I have bobbing on, if I'm having an unstable hand (all shaky and stuff) I turn view bobbing off.
