What is this whole summit thing?

I'm terribly confused. Of course, people being bullies (or worse) deserve a ban, but all of this is based around this summit thing. Anyone care to explain what the summit thing is?

Correct me if I'm wrong but I believe it was a meeting between the staff and members of the community to solve this whole corruption thing. Ended up with people harassing each other, and so it was shut down and several people were temporarily banned from MCSG for attacking staff.
