What Determines Your District?

So normally when you chat ingame you can see a number next to your name which represents your district. So lately I have been doing it and I am normally in 9-11. I was just wondering. What determines what district you get placed in.

If you are the first 2 to join you're district 1. Then the next are district 2, and so on until the last 2 join who are district 12.

Do /l when in lobby and then count all the tributes up to you so then you know what district you are.

I thought it use to be dependant on who joined first, but I think its completely random now. I could be completely mistaken though.

It's random I believe.

It used to be in order of joining, but I think its random now.
