I don't see any reason to this really, if you have access to all four you should use all four.
Open area: Sword, fishing rod
Close quarter combat: Sword, Bow. Likely just sword.
Teams: Sword, invisible fire :3
Water: Fishing rod, sword.

I'd never go into a fight against a team without all 4 of these. In any situation I'd use all 4 to be honest.
